Psychiatry terms a person mentally ill if he is not in social norms/accepted socially. Is psychiatry politics?

A person is termed witch/outcaste by society because of conspiracy by influencial people and thus not able to live socially in norms. Why has psychiatry called him mentally ill when he is a victim? Is psychiatry politics played by doctors based on majority belief or is it trustable?
