Should I report my doctor for fraud?

She is indeed committing fraud and I'm sure she knows you don't have many options for other doctors. If you can go somewhere else, do report her! What she is doing is totally illegal. Anyway, you do not get any care from her, just script writing, why not go to the clinic? Who cares what the office looks like, what you need is care.
